Subject: RE: Update on family and others
Thank you for your prayers. Update: I finally reached my Uncle. He and one of my Aunts saw the imminent danger and left four hours before mandatory evacuation. They were in a box canyon. They are now camping by the beach and going to work in the morning.

My Mom, brother, sister-in-law, a few of my cousins and Aunt Karen are all at an apt complex my Aunt Karen manages. She had a couple vacancies so they are all staying in those. There is a huge possibility my Mom and brother lost their house up in Lake Arrowhead. My brother was trying to fight the fire, despite the heat with a garden house when police crews escorted him off the property. So they are okay.

I still have been unable to reach many friends down there, so I am uncertain. My Uncle said there has been talk about many lives lost, despite what is reported on the news. And there are fire tornado's as well as the heat being so extreme that fire response teams must wear some type of body bag suit that repels flames, more so than their fire gear (he said the exact thing, but I am so tired and relieved mostly that I can't think straight). He said that the fire is even more intense than bad fires, so it's melting that gear as well.

There is still very huge and real danger, as the temperatures have been enormously hot, reaching 99 degrees in normal weather, without the fire today and huge winds spreading the fires.

So continue to pray for all the others. My cousin in Ohio just wrote me that her son who is in San Diego right now is okay too.

The first modular building in four sections left the factory this morning, October 29th. The deliveries will continue to arrive throughout the week. The Middle Keys Community Land Trust invites the public to attend an open house showcasing Woods Corner, a 16 unit affordable workforce housing community being constructed on US1 at MM89 in Islamorada. One of the properties townhouse units will be open for inspection on Saturday, November 10th from 12:00pm to 4:00pm. The open house is preceded by the Middle Keys Community Land Trust annual membership meeting to be held at Horizon’s Restaurant at Holiday Isle from 9:30am to 11:00am the same day. After the minutes were approved, Chairman George Garrett took the time to thank the committee for the letter of appreciation presented to him at the last Marathon City Council meeting.

Ports Director C. J. Geotis and Harbormaster Richard Tanner presented the new Boot Key Harbor Rate changes that attempt to satisfy some who don’t want perceived competition from the city marina. I have to tell you that Dockside’s Rick Servais or thereabouts is the problem.


The marina bath facility plans are nearly ready. ADA compliance is an important feature. Construction should start soon. The 33rd Street Boat Ramp project is being held up from a delayed Hurricane Wilma FEMA reimbursement.

Procedures are being set up to expedite wet storage removal. Local law enforcement will be important to this process. Money needs to be found for installation of shoal markers.

Staff was requested to spot-check marinas for compliance. The bus stop bench and cover for the marina could be located near the FKEC buildings.


The committee discussed the Vasil plan for future marina improvements. The committee will come up with their own improvement plan for the long term. They will use the Marina Master Plan. Adding more dockage seems prohibitive considering the nearby shoals. Weather survivability is problematic as well. Permitting, parking, amenities all are problems.

The next Near Shore Waters Committee meeting is scheduled for December 6, 2007 at 6:00 PM at the Marathon Public Library.

November 2, 2007 - Florida Keys - Lynda Berrigan: Florida Keys Scenic Corridor Alliance [FKSCA]. Keynote speaker Jim Egan was inspiring. The Executive Director of the Indian River Lagoon National Scenic Byway shared his successful experience in coordinating the grant application efforts of two counties and 15 cities that resulted in well over a million dollars in funding for the Indian River Lagoon Visitor Center and other projects. Among the projects funded were the Historic Melbourne Pier, Native Xeriscape Entry in Palm Bay, Invasive Exotic Removal Projects, and the Lagoon House Visitor's Center, etc.

Mr. Egan's sage advise and vivid examples emphasized the importance of regional efforts, identifying problems, presenting solutions and duplicating efforts along the corridor to involve partners in other municipalities. Generating a broad level of support by creating a broad focus among many groups to implement the vision of the Corridor Management Plan resulted in 700 volunteers engaged in the Indian River Lagoon endeavor. The success of the Indian Lagoon grant effort makes a strong case for collaboration, habitat restoration, protection and the use of native plants. Director Egan shared grant limits and application data for several funding sources. His remarks were well received as evidenced by many questions and a rousing ovation from the audience.


The Corridor Management Entity, (CME), meeting continued with President, Judy Hull, sharing information about the upcoming Scenic Highway Grant Cycle. The cycle is expected to open November 15. If that date is confirmed, applications will be submitted to the state in January, and to the FHWA in March. Board member Carolyn Sharkey of the Key West Botanical Garden shared her expertise in successfully submitting a grant request for $115,000. Ms. Sharkey directed the audience to on line sources for forms and submission. The FKSCA plans two grant workshops. Dates will be announced.

Membership efforts are underway. Charter membership, $25, is open until November 30. Please make checks payable to FKSCA, P.O. Box 501930, Marathon, Florida 33050-1930. A membership application form is attached for your convenience.

The next meeting of FKSCA is February 12, 2008, at the Government Center, EOC room. 4:00-5:30pm. The public is invited.

November 5, 2007 - Laura Fowler - Crane Point partners with FKCC to offer a variety of college credit courses. Crane Point Museum, Nature Center & Historic Site Crane Point is expanding its educational outreach through partnerships with local and regional institutions of higher learning, including Florida International University and most recently the Florida Keys Community College. These partnerships continue Crane Point’s mission of promoting environmental stewardship and the heritage of the Florida Keys.

Recently, representatives of Florida International University’s School of Architecture and The Arts spent a weekend at Crane Point’s 63-acre facilities exploring opportunities to assist with Crane Point’s capital expansion program. Now Crane Point is looking to work with FKCC in a similar partnership. Gary Martin, Vice Provost for FKCC and Dr. Roland Fisch met with Crane Point staff at the encouragement of new college president, Dr. Jill Landesberg-Boyle.

“The Florida Keys Community College has a new way of doing business” said Mr. Martin. “We are looking into the possibility of offering courses in astronomy, marine education, landscape architecture, teacher recertification and other offerings”.

High school students would be able to participate for college credit and the program could be expanded to enhance the adult education aspect of the college’s programs.


“We are delighted to have the opportunity to search for ways to offer our unique outdoor classroom to the college”, said Crane Point Executive Director, Keith Douglass. “Many of the students now attending the college participated in Crane Point programs when they were in elementary or secondary grades in our school system, we are honored to be able to continue teaching these students and others as well.”

Crane Point will be hosting a second meeting of representatives of Florida International University’s School of Architecture and The Arts in December and Douglass has invited Mr. Martin and Mr. Fisch to join them.

“I’m excited about the prospects of bringing great educators and great institutions together” said Douglass. “Our children and community can benefit tremendously from these partnerships”.

President Owen Poole II moved from his Stock Island location to a new, better location on Big Pine Key. The Big Pine Key location is off US1 at Industrial Road. Coming from Key West, you would turn right onto Industrial Road. Coming from Marathon, you would turn left onto Industrial Road. When on Industrial Road, you want to turn left at the first road. Paradise Recycling is located right across from B&B Auto Recycling.

The Marathon location has moved just a smidge from its former spot off 107th Street Gulf. Turning onto 107th Street Gulf from US1 at the light, you drive down to Lindahl Street and turn left. Paradise Recycling will be on the immediate left.

Paradise Recycling has been around the Florida Keys for quite a while. They offer good prices for clean, dry aluminum, brass, cooper, and other recyclables. Soda cans need to be crushed and bagged, without water or extra weight from non-aluminum debris. This small mom-and-pop operation is what the Florida Keys is all about. Their Big Pine Key operating hours are 8 AM to 5 PM Tuesday, Wednesday, Thursday, and Friday. Saturdays are 8 AM to Noon. Their Marathon operating hours are 9 AM to 4 PM every Tuesday. Please recycle and
support your local mom-and-pop businesses.

November 7, 2007 - Marathon - L. E. Shaffer: Marathon Beautification Advisory Board met at the FDOT L. E. Shaffer, Editor, PublisherOperations Center Conference Room at 3100 Overseas Highway. Photos are at http://MarathonJournal.US/journal/press/index.htm.

The staff report covered several items. The quarterly report to Marathon City Council is due. The December 11th City Council meeting is targeted for the report. Landscaping issues for Sombrero Beach Road were addressed.

Islamorada Public Works Department Representative Zully Hemeyer made a presentation to the board. She reported on Islamorada’s $5 million obtained through various sources. The money was used on beautification projects throughout Islamorada. She highlighted Islamorada’s qualitative efforts to make an immediate impression on residents and tourists. Hemeyer outlined their successful quarterly award to business efforts to beautify their properties. She suggested that volunteer efforts would produce faster results. She then fielded many questions.

Patty Ivey reported on the status of consultant services. She said that certain consultant presentations would define the scope of the master plan.

The board outlined future steps to take for short-range and long-term goals. They asked that Marathon Biologist Darla Williams and Land Stewart Patty Childress come to the next meeting to help further define objectives. Board members Claude Halioua and Kevin Woodland were the most vocal in addressing immediate and future efforts.


Marathon Community Services Director Susie Thomas and Public Works Manager Walter McDowell attended the meeting and lent staff support where needed.

The Marathon Beautification Advisory Board works hard to come up with a plan and recommend actions
necessary to beautify the city.

November 7, 2007 - Marathon - L. E. Shaffer: Joint Marathon City Council and Planning Commission Workshop L. E. Shaffer, Editor, PublisherMet at the Marathon Garden Club, Regarding Coco Plum Zoning Inconsistencies.

While I can’t report on the proceedings, I can report on the embarrassing behavior of Coco Plum’s most passionate advocate, Lynda Berrigan. She strongly criticized the Marathon Planning Commission on supposed previous statements made on the subject of Coco Plum zoning districts. She used the word “mendacious” many times. None of us knew what she was talking about along with not knowing what the word meant. As you can see below, the meaning of the word is scandalous.

While elected city councilpersons may have to put up with such nonsense, appointed members of the Planning Commission do not. The commission’s job is clearly defined against the Comprehensive Plan and Land Development Regulations; no other agenda exists. 

Therefore, I will not stand being called a liar by anyone. Throughout my life, with twenty-five years serving my country in the U. S. Navy through three wars and a number of other hot spots, I value my honor, integrity, and honesty. I have earned respect through my honor, integrity, honesty, and service. After I retired from the Navy, I have served these last twelve years in every capacity that I am qualified. I currently serve on the Marathon Planning Commission, the Middle Keys Community Land Trust, and Overseas Village Home Owners Association to name a few.  

Calling me a liar in public is uncalled for and cannot stand. Lynda, you owe me a public apology.

November 8, 2007 - Marathon - L. E. Shaffer: Marathon Parks and Recreation Committee met at the Marathon L. E. Shaffer, Editor, PublisherPublic Library. Photos are at http://MarathonJournal.US/journal/press/index.htm. Marathon Parks and Recreation Supervisor Jimmy Schmidt reported that the skate park and hockey/basketball facility upgrades are on track. They finished the pyramid and grind box at the skate park. The hockey/basketball facility is 90% completed. The improvements include fencing, boards, gates, plywood, and benches. The scoreboard improvements are waiting on funding, probably next year.

Programs include 3-5 year-old soccer, kickball, kite making & flying, fishing to name a few. The Art in the Park program continues successfully. The annual holiday lighting program at the Community Park is scheduled for Sunday, November 5th at 5:30 PM. Committee members expressed hope that the next successful program start would be adult and senior programs.


Committee members took up the issue of a community swimming pool again. Since the city is not going to financially support such an idea, the committee is considering grant and private funding source. I personally think that it is a disgrace. Marathon residents, students, and seniors must travel outside of Marathon to participate in swim programs. The other hot-topic issue is men and women’s softball fields.


The next meeting will be on December 13th at 6:00 PM at the Marathon Public Library.

November 10, 2007 - Islamorada - L. E. Shaffer: Middle Keys Community Land Trust Annual Meeting and MKCLT LogoMore. Photos are at http://MarathonJournal.US/journal/press/index.htm. Photos are by Tommy. The Middle Keys Community Land Trust is now approaching its tenth year. Frank Greenman and Bill Daniels Jr. formed the Land Trust in 1999, as was suggested by the Florida Department of Community Affairs. In that time housing has come in the way of 9 units at the Overseas Village, 4 units on 73rd Street, 4 new units at the Overseas Village, 14 units at Seacrest Apartments, 16 units at Woods Corner, and 5 units on 64th, 65th, 73rd, & two on 89th Streets. The cities of Islamorada and Marathon helped make this happen along with Monroe County and the state of Florida.

The Middle Keys Community Land Trust held its annual meeting at Islamorada’s Horizons Restaurant at Holiday Isle. The Land Trust works to save workforce families by putting them into their own homes. The annual meeting highlighted Islamorada Mayor Dave Boernor and Marathon City Councilman Mike Cinque. Other elected and appointed officials attended as well including Vice Mayor Cathi Hill, Islamorada Affordable Housing Member Dave Purdo, and members of Islamorada Planning Department and Workforce Housing Committee.


Land Trust President Debbie Love gave the annual report. The Land Trust will soon have 52 units on the ground. That translates to saving 52 workforce families for the Florida Keys. The Land Trust future is bright as more projects are being investigated. Vice President Morgan Hill gave the financial report that included assets of over $2 million with next year anticipated to be over $4 million.


Larry Shaffer, one of the board directors, recognized and honored those who have helped the Land Trust save workforce families. Josh Mothner was recognized as Volunteer of the Year, Jeff Pinkus as Board Member of the Year, and Deanna Lloyd as a former Land Trust employee. Debbie Love, founding director and Land Trust President, was given a farewell presentation for her nearly eight years of dedicated service to the Land Trust.


The outgoing Board of Directors were honored for their service: Debbie Love, Morgan Hill, Tamara Lundstrom, Larry Shaffer, Frank Greenman, Jill Bell, Dewey Acker, Bruce Ferraro, Jeff Pinkus, Dave Purdo, Bill Daniels, Josh Mothner, and Clarence Feagin.


Land Trust Secretary Tamara Lundstrom conducted the board elections. Half of the board is elected each year. After elections for six board positions, the new 2008 Board of Directors are Morgan Hill, Tamara Lundstrom, Larry Shaffer, Frank Greenman, Jill Bell, Dewey Acker, Bruce Ferraro, Jeff Pinkus, Dave Purdo,
Josh Mothner, Deb Gillis, and Cheryl Culberson. Officers will be elected at the board of directors meeting being held at Gulfside Village’s Exit Realty on November 12th at 6:00 PM.

November 10, 2007 - Islamorada - T. & L. Shaffer: Great food, great drinks, scenic ocean view - Island Tommy & Larry ShafferGrill. Photos by Tommy. Photos are at http://MarathonJournal.US/journal/press/index.htm. After a successful annual Middle Keys Community Land Trust meeting, my son and I were quite hungry. Tommy, that is my son, wanted to try Islamorada’s Island Grill. The place looked inviting near a bridge and facing the ocean. The restaurant had great views from every table inside and outside. The water clarity at the near shore was crystal clear.

Island Grill is Oceanside near mile-marker 85.5. That is right at the Snake Creek Bridge west side. Fantastic views exist all around the area. Their telephone number is 305.664.8400. Their fax number is 305.664.8405. Their website is http://www.keysislandgrill.com. They are open Sunday - Thursday 11 AM - 10 PM. On Fridays and Saturdays their hours are 11 AM - 11 PM.


Their menu was full of delectable seafood, steak, and chicken dishes. The prices were just right. The service was friendly and outstanding. We had the Cuban pressed pork sandwich and fries. The iced tea was a bit spicy but nice and freshly brewed. We certainly are going to add this bit of paradise to our list of frequent visits. You should too.

November 12, 2007 - Marathon - L. E. Shaffer: The Middle Keys Community Land Trust Board of MKCLT LogoDirectors held their regular monthly meeting at Gulfside Village's Exit Realty. Photos are at http://MarathonJournal.US/journal/press/index.htm. We need to correct a previous article about the founding of the Land Trust. Quoting Founder Frank Greenman, he stated, "Good article, Larry, but the DCA didn’t know about land trusts until Bill Daniels Jr., Debbie Love, and I explained it to them. The original concept came from Burlington Associates in Vermont, whose representative was invited down by Bill, Debbie, and I in 1999. The concept was followed through, and the corporation was filed in June 2000."

President Debbie Love called the meeting to order. She welcomed new board members Deb Gillis and Cheryl Culberson. The she reviewed her almost eight-year service as the Land Trust President. The board of directors warmly received Debbie Love. She then called for the election for Land Trust President. Board Director Larry Shaffer and Josh Mothner were nominated. In a close vote, Josh Mothner edged out Larry Shaffer. In her final act as President, Debbie cut the ceremonial cake, handed over books, notebooks, and the gavel to newly elected President Josh Mothner.

Mothner ran the election of the other officer. Morgan Hill and Larry Shaffer were nominated for Vice-President with Morgan Hill winning another term as Land Trust Vice President. Larry Shaffer was elected Treasure by acclamation. Secretary Tamara Lundstrom was reelected to another term.

The Woods Corner project is near completion. Over 40 of the almost 200 applications were returned. So far, those 40 applications look good. The Land Trust Islamorada Family Selection Committee has its job cut out for it to pick 16 applicants and 16 backup applications. It is anticipated that many more quality application will come into the Land Trust.


The Marathon Five-Scattered Sites project is getting closer to a firm start date. Ninety percent of any project is the financing, plans, permits, and on and on. The typical project with everyone on board pushing for a start date can take 18 to 24 months before construction starts. In a twist of expectations, the actual construction is only ten percent of a project typically.


As always, future projects were considered. It takes almost $150,000 seed money to just start a considered project. Success is measured in land, money, and cooperation. Our illustrious Frank Greenman would substitute permits for cooperation. The Middle Keys Community Land Trust has matured beyond its initial board and members with nearly $8,000,000 investment in 47 workforce homes. Investments in Land Trust workforce homes and rentals keep affordability in perpetuity with the renewable 99-year ground lease. Very soon, five more workforce homes will start on five scattered lots throughout Marathon.

Non-Profit Grant Workshop: Councilman Vasil proposed a different way to select the non-profit grants. Vice Mayor Tempest was agreeable to his proposal, which would allow each councilperson to select their grantees not to exceed the $75,000 ceiling. The total amount of requests was $137,432.

Domestic Abuse Shelter requested funding of $20,000. ECMC Tina Belotti made her presentation for $9,500. Grace Jones Day Care Center Michelle Coldiron asked for $10,000. Higher Love Mission Outreach requested $35,000. KAIR needs $8,000. Literacy Volunteers Mary Casanova asked the council for $2,000. Marathon Band Boosters requested $1,000. City Manager's Report
1.   The council discussed the purchasing policy definition change and donated asset to redefine an emergency situation to include immediate action to protect life and property. Council directed staff to bring back a resolution to this effect. Donated assets was redefined to fit into the manager’s monetary restrictions.

2.   Puto reported that 30-day benchmark tasks are done.

3.   The status of wastewater project was included in the agenda package.

4.   A wastewater special call meeting was scheduled January 9th 6 PM at the Fire Station.

5.   Planning Department Jacqulyn Walters reported that all ROGO applications have been rescored for the new BPAS system, but there are some problems that need council direction. A council special call meeting was scheduled for November 20th 6 PM location TBA.

6.   The new fire station is manned and operable. Grand Opening is scheduled for December 13th 5 PM.

7.   MHS football team is playing in the playoffs Friday November 16th 7:30 PM. Cross country was successful as well and moving up.

8.   New city hall trailers are going up soon at 98/99th Streets.

9.   Hurricane Katrina and Wilma reimbursement money is coming in now.

*1. The council appointed the only applicant to the Unsafe Structure Board. I could not find out who it was, as it was done under consent and the agenda package didn’t contain the application form.

2.   Councilwoman Tempest led the discussion on meeting start times. She suggested 6 PM, but Councilman Vasil objected, wanting to keep the current start time of 5:30 PM. The council decided to make Citizens’ Comments time certain at 6:30 PM, after the completion of agenda item before that time.

3.   City Attorney Jimmy Morales presented the month legal report.

5.   The staff pulled the amicus brief from the agenda.

6.   Near Shore Waters Committee asked Mayor Worthington to sponsor a sheltered bus stop near FKEC & FKAA northern property. City manager directed to ease into it and see how well used before more dollars are used.

2.    The council approved funding the MHS generator using Infrastructure Funds.

*3.  The council waived the permit fee and granted permission to sell/consume alcohol at the Pigeon Key Arts Festival February 8-10, 2008 at the Community Park.

5.    Building Official Bob Welch suggested that policy needs to be set on expiring ROGO allocations. Allotted allocations need a system to allow extensions of expiring ROGO allocations. The council directed staff to come up with ordinance to deal with the issue.

6.    Councilman Cinque suggested an ordinance to simplify items that don’t need permitting up to $1,000 which is Monroe County LDRs. Cinque wanted $2,500 vice $1,000. Building Official Bob Welch supported the concept. It doesn’t involve electrical, plumbing, etc., life safety issues. The council directed staff to come up with an ordinance.

Ordinances for Second Public Hearing & Enactment
Ordinance 2007-34 amended the city’s Comprehensive Plan, Table 6-1 “Capital Improvement Program”. The new priorities are mostly wastewater/stormwater related.

Resolutions for Adoption
Resolution 2007-158 approved FWC Contract No. 07091 with the Florida Fish and Wildlife Conservation Commission and authorized acceptance of $200,000 grant funding for 33rd Street Boat Ramp repairs.

Resolution 2007-159 approved South Florida Water Management District Contract No. 4600001117 and authorized acceptance of $600,534 grant funding for the Marathon Stormwater Project.

Continued to 11.27 meeting - Resolution 2007-160 adopted the mitigation/restoration fee as provided in Section 106.20(C) (1.) of the City Code of Ordinances.

Continued to 11.27 meeting - Resolution 2007-161 approved a Monroe County interlocal agreement for the transfer of ownership and reimbursement for construction and repair costs to Marathon for the mile-marker 54 gulf side boat ramp for $375,000.00. 

*Resolution 2007-162 approved certain purchases in excess of $10,000 and less than $25,000 and authorized the manager to enter into such agreements.

Resolution 2007-163 authorized a Weiss Serota Helfman Pastoriza Cole and Boniske agreement to serve as the attorneys for the Code Compliance Board. Michael Storm presented the options. Councilman Vasil questioned the travel time of out-of-area firms that costs extra money unnecessarily. Jim Lowery spoke about value not money to accept a law firm for Code Board. The council sent this back to staff to consider other options.

Resolution 2007-164 approved Boot Key Harbor City Marina Facilities fees and rates amendments. Deputy City Manager C. J. Geotis reported on the proposed rate schedule. Chris Boyle said that he would stay out of the discussion. Jim Walsteen requested help to keep fees low for the permanent Boot Key Harbor residents. Jim Lowery spoke on ADA issues. Fred Endemann spoke on the issue. Peggy St. James favored keeping the fees down. Joe Corey requested councilpersons recuse themselves if they stand to gain from the increased fees. Mary Belden, Jeri Sears, and Jane Packard favored the NSWC proposal. A section three was added to address ADA issues, and the resolution passed.

Resolution 2007-165 authorized award of construction contract to Lanzo Construction for construction of Service Areas # 4 & 6 wastewater treatment plants for $8,147,019. Fred Endemann expressed concerned over delaying Area 6 for six months.

Resolution 2007-166 authorized the fee simple acquisition of property to construct and operate a wastewater utility plant. The resolution also authorized the use of eminent domain to condemn the property if necessary. The resolution further authorized and directed staff to commence good-faith pre-litigation acquisition talks. Councilman Cinque voted no.

*Resolution 2007-167 approved the submission of the draft management plan for review and approval through the Division of State Lands, State of Florida Department of Environmental Protection.

November 14, 2007 - Marathon - Jeri Sears: Near Shore Waters Committee Thank You to Harbormaster Occasional Contributors IconRichard Tanner. To the Marathon City Council,

There has been a lot of press coverage lately about the City of Marathon Marina and Boot Key Harbor.  There has been talk about the new mooring field, the possibility of building additional dockage, the construction of new bath houses and laundry facilities, our two state of the art pump out boats and about the City Marina becoming financially self sufficient.  People are seeing manatee and dolphin come back into the harbor as a result of cleaner water.  In fact, a workshop has been initiated to investigate further development of the marina office building and grounds.

What is the common denominator in all of these developments?  It is the culmination of years of hard work and shear determination by the City of Marathon Harbormaster, Rich Tanner and his staff.  Rich Tanner took the position of Harbormaster back in the early 2000’s.  At that time, there wasn’t even a mooring field and the only dockage available was at the marina bulkhead which could only accommodate a handful of boats. 

The marina budget has run as a deficit since the City’s incorporation.  This coming season there is already a “wait list” for the 226 unit mooring field and bulkhead tie up.  For the first time ever, the marina will cover all its’ operating costs and then some.  Rich Tanner and his staff have improved conditions in the harbor tremendously.  This coming season, with the procurement of grant money, two state of the art pump out boats will be able to service not only the mooring field but the anchorage area as well.  This year, Rich has completed the State of Florida Sovereign Bay Bottom Lease.  This will allow the City to take control over the harbor bay bottom and enforce the City of Marathon Harbor Ordinances.  By doing so, the marina will increase revenues and ensure cleaner water for all of the residents of Marathon to enjoy.

Rich Tanner’s vision is to make the marina and the harbor a source of pride for Marathon.  He would like to see the “park like theme” of the Community Park carry over into the marina grounds.  He sees the marina as a place to bring together the harbor residents, the seasonal tourists and the land residents of Marathon to sit and enjoy views of the harbor.  Currently, there is no public place for people to gather and enjoy this gem Marathon has to offer.

His energetic personality and ability to solve people problems has allowed him to maintain a consistent and friendly staff.  Sometimes implementing change is a difficult task.  Even with the introduction of the new rate structure for 2008 season, the relationship between the staff and the harbor residents has never been better.  A chord of harmony has been struck between the live-aboard community and the marina staff.  Rich’s newest project is making the marina ADA compliant.  Again, Rich and his staff are committed to solving the needs of the harbor residents.

For all these reasons, we at the NSWC would appreciate it if the Marathon City Council would extend a most deserved “round of applause” to Rich Tanner and his staff.

November 15, 2007 - Middle Keys - Rick Casey: Another informational meeting scheduled for potential Woods MKCLT LogoCorner buyers.

Now that construction has begun we have had a sharp increase in inquiries for the Woods Corner properties.

As a result we have added a 7th and final informational meeting for potential buyers on Saturday, December 15th (9am-11am) at the Islamorada Library.

We will close applications after that date, so we may finalized income certifications, buyer selection and prepare contracts.

Better to meet Red, than to be in the red

The Marathon City Council is a unique group of local folks who work hard to provide our community with the guidance it needs. It’s no wonder that when director Kelly Grinter introduced volunteer Karyn Buckley and Red, our non-releasable Red-shouldered Hawk, to them at the November 13th City Council Workshop for Non-profit Funding they were, well, speechless. Knowing council members are busy and haven’t had the opportunity to visit the Marathon Wild Bird center at Crane Point lately, we decided to bring a little of it to them. After we requested financial aid from the City to help offset phone and vehicle expenses, we presented a short history of the beautiful bird standing before them. Red was found injured in Marathon, recuperated in Marathon, and, like them, now represents Marathon. All of us, Red included, would like to thank the Marathon City Council for their support this year as they provided us a $2,600 award toward our mission--to provide care to sick, injured, and orphaned wild birds throughout the middle Florida Keys.
 

Migration in full swing
Staff and volunteers at the Marathon Wild Bird Center have been kept busy lately with a variety of patients as birds head south for the winter. As we often do this time of year, we have had a number of birds-of-prey come in including several Broad-winged Hawks, Copper’s Hawks, and a Merlin Falcon. Some are simply exhausted from their journey and require a short R&R period while others have had mishaps with reflective windows and automobiles and stay longer while their injuries heal. In addition, we’ve treated a Blue-winged Teal (who was simply confused as it tried to forage in the water-filled ditch along Sombrero Boulevard) and a White-winged Dove, a species more commonly seen in Texas.

Education on the move
This past fall, volunteers had the pleasure of staffing our educational booth at several local events including the 1st Annual Boot Key Bivouac and the 8th Annual Florida Keys Birding and Wildlife Festival. This month, we spent November 10th at Pigeon Key educating visitors during the island’s 100th anniversary celebration. Ali Adams, program assistant for the City of
Marathon’s Parks & Recreation department, is working with us to establish a new educational adventure at Marathon’s Community Park. We haven’t yet worked out all the details, but beginning in 2008 Marathon Wild Bird Center staff and volunteers will host a one-hour long program to educate locals and visitors about the Florida Keys’ wild birds. One Saturday per month we will be on-site at the park with a variety of our live educational birds and an assortment of bio-facts.

Birds on the move
A few weeks ago, we happily transferred several of our permanently disabled birds to a wonderful facility in Ft. Lauderdale called Flamingo Gardens. A beautiful juvenile Tricolor Heron that seriously shattered its wing after colliding with a car now has a glorious view from the top of mangrove trees in one of the facility’s large flight habitats. Along for the ride went “Mr. Coot”, an American Coot, and a Purple Gallinule. Broken wings had permanently disabled both birds but needed a larger habitat then we could provide. Mr. Coot was a constant companion to “Duckster,” our Mallard who died last Easter after a year-long battle with leukemia. We keep certain birds as permanent residents at the Marathon Wild Bird Center only if they are comfortable in captivity and don’t have a handicap that prevents them from leading an otherwise full life. Though physical restrictions limit our space for “permies,” we currently have about 60 resident birds including pelicans, cormorants, a variety of gulls, small herons, doves, shorebirds, and birds-of-prey.

A home for “Red”
“Red,” a Red-shouldered Hawk, lives with us and travels to a variety of educational events as well as to the Marathon City Council meeting. We decided she needed a nice cozy habitat of her own to be totally happy here. With only one fully functioning wing, we’ll outfit Red’s new habitat with a variety of perches at different levels to allow her to easily maneuver between the ground and a bird’s eye view. Chris Mathews of the Marathon Home Depot is leading volunteers from his staff in the construction of the new habitat. We hope that by the beginning of next month, we will have situated Red’s new eight by eight foot habitat over native foliage next to Oliver, our osprey, and Perry, our Peregrine Falcon’s, habitat (another project completed courtesy of Team Depot). If you haven’t visited the Crane Point Museum in awhile, this should be an incentive!
 

The “water” works
A huge thank you to our dear friend and supporter Larry Benvenuti for taking time to flawlessly fix our pipes! Earlier this month, while the road to the Bird Center was receiving some much needed maintenance, the heavy equipment used to grade the road inadvertently caused damage to our precious saltwater intake pipe, which allows us to fill the 750-gallon pool in our flight pen with fresh saltwater each day in a matter of minutes. Benvenuti--who was the Crane Point caretaker when we moved into the property in 1995--generously offered to repair the damage and did so for less than $10.00! Thanks Larry Benvenuti . . . you’re awesome!

Key West Wildlife Center (KWWC) update
Major changes are occurring at the Key West Wildlife Center, a chapter of the Marathon Wild Bird Center. Earlier this month, we welcomed aboard volunteer Facility Director Susan Prince. Formerly in the movie production business, Susan has not only super directional and management skills, but also a “way with birds.” You may recall from our summer newsletters that Susan graduated from bird rescuer to baby bird mamma this past baby season. These sometimes-featherless little creatures demand attention from sunrise to sunset and Susan thrived on it as she fostered dozens of grackles, mockingbirds, and Least Terns. Susan has a passion for all animals and the initiative and vision necessary to fulfill our dreams for the Key West Wildlife Center. Construction on the new city-built aviary at McCoy-Indigenous Park, where the facility is located, has been moving along. Plans call for multiple display habitats that will be viewable by the visiting public and a number of rehabilitation pens for birds that we will release back into the wild after they recuperate. We desperately need funding and volunteers, so please give Susan a call at 305.292.1008 if you’d like to help!

Clyde Burnett, Key Colony Beach Mayor, was working behind the embroidery machines. I think that it was behind, and it might be one big machine. Who cares though if you get your embroidered hat and/or shirt! Anyway, Clyde Burnett appeared to be in control of whatever he was doing. Actually, he looked like Collector’s Corner own version of the Wizard of Thread. Ah, aren’t I cute? Wizard of Thread…

Clyde the Thread Burnett did engage in a nice conversation though. You are always welcome in Collector’s Corner. We made small talk, whatever that is. He pointed out with pride the machines and their fine work. Sorry, Clyde, it still looks like the stall from the Wizard of Oz, threads and all.

I roamed around the store trying to make a list of all the goodies they have here. They have so much though. Plaques are everywhere, every style, and size. I’m glad that I checked the spelling of plaques, because Collector’s Corner definitely does NOT sell plagues! The difference of one letter can be world shattering.
There are great varieties of signs as well from simple engraved to quite fancy. Awards of every type to reward anything and everything are on display. Sports trophies adorn the walls; sit in the corners, and popup on nearly every surface. Then, of course, there is the embroidery of shirts and hats and probably anything that can be embroidered. I have to get a hat embroidered. I wonder how I can weasel myself one.


I thought that I had a good list, but still felt that I must be missing something. There is hardly any space in the store not covered with some kind of artwork. Don’t mistake this store’s purpose. They produce quality material and products that are in every sense of the word artwork. Fortunately, I ran into Stan Haines. He perused my list making suggestions that were better than my abysmal observations. I had forgotten sport cards and the like. There are many promotional products available as well.

Thanks, Clyde and Stan; for some reason, I always have fun at their store. Don’t know why; don’t care. Stop by and have some fun yourself. You will love the store and its Keys-friendly influence.

Ordinances for First Public Hearing
Ordinance 2007-35 amended and restated Table 103.15.2 and Chapter 104 of the Land Development Regulations of city code. The changes satisfied DCA’s minor objections.

Ordinance 2007-36 amended Chapter 6 of city code by amending Section 6-52 so that no permit is required for jobs under $2,500.

Resolutions for Adoption
Resolution 2007-168 elected to use the Uniform Method of Collecting Non-Ad Valorem Special Assessments levied within the City and stated a need for such levy. 

Resolution 2007-169 authorized an agreement with the Law Firm of Thomas D. Wright to serve as Code Compliance Board Attorney.

*Resolution 2007-171 amended the purchasing policies and procedures for city employees and officials regarding bidding procedures, emergency purchase authorization, and donated assets.

November 30, 2007 - Marathon - Ali Adams: Santa Visited Marathon Community Park November 25th. Jolly City of MarathonOle’ Saint Nick arrived in Community Park on a Marathon Fire Engine at sunset on Sunday Evening, November 25th. Waiting to greet him were over 100 anxious youngsters. They were able to individually tell Santa of their Christmas hopes. Santa had bags of treats for the children as well. A good time was had by all as children-young and-old sipped hot chocolate, ate holiday cookies, and heard great Keys Holiday tunes performed by Island Harmony.


What's Happening! Cooler days bring snowbirds. Businesses pick up. Traffic thickens and gets crazier. The death toll rises. Boats will fill the home waters. Restaurants will require a reservation even if 4 tables in the corner. Volunteers increase, and that is a good thing. Water is scarce and new sources are no where to be found. Guess what? Water bills will soar. Same can be said of electricity and gas and groceries, one way or the other. The Florida Keys are still paradise, but for fewer and fewer. The longer that you have lived here is a ticking clock to your departure. Yes, change is inevitable, but residents should be able to improve the results to themselves and their children. Make no mistake about it, graduating young adults are leaving in droves. What price this paradise?

Miscellany: What happens when there is not enough water to flush the toilets into our brand new sewage systems? What diseases float around KMart restrooms? You know the ones that hardly get cleaned, but see so much fun activity. How many people can squeeze under the new Marathon Bus Stop? No prize, just a thought. How many blooms will kill fish next year? Just how much money can Comcast gouge us for little channel girth? How many days of dust are required before all the cars need the car wash? Inquiring minds want to know.

Finally: Yellow, yellow let it mellow; brown, brown flush it down. Good words to save water. Shower with friends. That can be fun. Use bathwater to keep plants green. Dance with some local natives to entice rain to fall from the skies. Rain, where art thou? Lake Okeechobee is getting lower. We need the rain up that way and how. Dance longer, harder, rain... I expect that we should get used to water shortages; it will only get worse.

Orange TomCat that Kitty liked!Ebony: I want to meow that I had a very good month. I also must meow that I have been a good cat all year long and deserve the utmost consideration from Santa Claws. >^..^<
Abby: Ebony, I must dispute your meows that you have been any good all year long. Why, every time I try to clean you up and make you look proper, you end up hissing and growling. Now as to myself, Santa Claws will have not other recourse but to leave fish, tuna, turkey, and chicken treats for my most good-acting throughout my entire cat life. I am meows about all nine of them too. >^..^<

Ebony: I would expect that you would meow something like that. I believe that your forced attentions on my person, even when you have been warned by meows, hisses, and growls, has proved that your goodness as a cat is more than in question but undeniable. >^..^<
Abby: If you keep up this act, Santa Claws will need to leave you a live puppy to slurp all over you on a continuous basis. And, Ebony, if you get a puppy from Santa Claws, I must insist that you and your puppy must leave our house. I meow again that I am a good cat, much better than Ebony ever was or will be. >^..^<

Ebony: Abby, Santa Claws will not send me a puppy. That is a crime against all catdom. I know that Santa Claws will leave me breaded lizards, raw chicken, and some catnip that was freshly grown. >^..^<
Abby: I liked you better, when you were a bad cat. I am sure that Santa Claws, can overlook some of the stuff that makes you a bad cat. But to try to make me look bad in front of Santa Claws makes you badder than ever. I think you should meow a sorry to me and let me have your treats every day for a month. >^..^<
Ebony: Abby, I can meow to you quite definitively that Santa Claws, and I know about your nefarious plans to blacken my name. >^..^<

Abby: 
Ebony, you are totally confused. I nose that you are old. Santa Claws is way older. He nose who is naughty and nice. I am positive that this year you are on the naughty list. I feel sorry for you, old girl, but you can't change with only so many days left before Christmas. >^..^<

Ebony: What in the world are you meowing about? I got my list, and you are on it several times. If any cat should be on the naughty list, it should be you. If you been meowing to Santa Claws about me, then you are on my clawing list. I might even bite you too. >^..^<
Abby:
I like how you think Santa Claws talks to me or even you. We send paw prints like always. Don't you remember? Goodness, Ebony, stop eating the catnip and clear your brain. >^..^<
Ebony:
Well, now you have gone too far. I would think that we together could influence Santa Claws to give us all we want. We shouldn't cat fight like this. >^..^<

Abby: I wouldn't believe that you make sense finally. Santa Claws going to treat us to all the great cat stuff that we deserve. I hope all human beans, other cats, but not dogs get all the holiday cheer, presents, and peace that we all deserve, but, again, not dogs. Meow at you after Christmas and New Year. >^..^<

Here are the latest DVD films from http://www.NetFlix.com:

  1. “Mr. Brooks” is an exception film. There is an extraordinary horror to this serial killer plot. Kevin Costner plays a normal man with abnormal desires. You find yourself rooting for the serial killer. You know that you shouldn’t, but you are irresistibly drawn to that flame. Don’t fear the horror of evil, but the greater horror of man. Watch this film.

  2. “A Mighty Heart” is the story of Daniel Pearl and his wife, Mariane. They both shared courage beyond their love for each other. Everyone did all they could to find and rescue her husband. She stayed firm in her faith and love. Still, the terrorists murdered him. Yet they didn’t give into the terror. Can we do the same?

  3. “Spider-Man 3” was more of the same. Evil guys turning good. Jealousies overcoming the good in some. This film was too much acting, special effects, and preaching. The appeal of the previous movies was the real persons behind extraordinary circumstance. This film just keeps reaching and never gets there. While a disappointment, the entertainment was still there.

  4. "Pandemic" explores what could happen if a flu-like virus escapes the bounds of quarantine. The acting and setting is more TV than movie. Still, the film was fascinating in its portrayal of humanity in a time of life-and-death crisis.

  5. “License to Wed” is another Robin Williams vehicle for subtle humor this time around. The engaging couple suffers through the machinations of the Father and his young protégé. Throughout the experience, they learn lessons, albeit in a way not seen before. The Father ends up bring the couple together for a better chance at a lifetime relationship. All this was done against the backdrop of funny, very funny.

  6. “In the Land of Women” is a story woven among people in love, in despair, and still in awe of life. The woman a young thought that he loved dumps him. He goes to eccentric grandmother’s place to help her and help himself. The young man meets the three girls next door. The mother has breast cancer, and isn’t in love with her cheating husband any longer. She confides in him, and helps heal his wounds. The daughter, a senior in high school, confides in the young man much the same as her mother. She helps his healing. Then the precocious preteen daughter helps them all with her zest for love. They all come together to weave a simple story of love and recovery. This is quite the unusual film that portrays characters in depth.

  7. “Home of the Brave” is an attempt to explain the aftermath of war. Individual soldiers go off to war, like Iraq. They do their jobs. Still, they are flesh and blood. Sometimes the hardest part of war is the survival necessary at home. Coming home is the deep yearning. Yet home is foreign. The ones you loved and loved you are different somehow. Time does go on. Some are the better for it. Others can never come home and remain there.

  8. “Deck the Halls” is that fun movie about who moves in next door. Everyone gets along except the two zany heads of the households. Christmas becomes a strange competition that naturally gets way out of control. Yet along the way the lessons of Christmas finally comes home in this funny movie about us, you, and families everywhere.

  9. “Innocent Voices” is a powerfully told true story through the eyes of an eleven-year-old boy. He, his family, and his friends try to survive the El Salvadorian civil war. Both sides recruited young boys. Their struggle to avoid recruitment is the story of El Salvador. The boy finally escapes to the United States. He returns years later to reunite with his family and what is left of his friends. His story ensures that the brutality never is forgotten.

  10. “Dark Half” is a Stephen King novel brought to the big screen. The story is crafted quite well to follow the novel. Many King novels made into movies were a disappointment. This film is never dull. Scares come out of nowhere. All of us have our dark sides, but in this movie we see the physical creation of a man’s dark half.

  11. “Amazing Grace” follows a member of Parliament, as he tries to outlaw slavery. His life is dedicated to that purpose. It takes longer than anyone would suspect. In the end, an obscure law opens up an opportunity. Later, Parliament finally outlaws slavery and changes world history. I really liked this movie. The acting was good. The story was quite interesting.

  12. “I Now Pronounce You Chuck and Larry” is subpar movie that does generate some laughs. The film endeavors to reach some high ground with all people are the same. The story is short on plot and even fails at any meaning whatsoever. Still, there is something to be said for a little funny to get through the day.

  13. “Knocked Up” is a film that I almost didn’t watch. The synopsis didn’t look quite good. I am glad that I watched the movie though. Two unlikely people hook up for a night of sex. The pregnancy brings them together. This is something that would not have otherwise happened. Two people meant for each other have a baby. Along the way, you have fun, laugh, and meet unique, cool people. This is certainly a must watch.

  14. “The Santa Clause 3” is still that charming, warm movie that made the first two so nice. There is probably too much stuffed into this movie. The magic and wonder is a bit strained, but kids are not likely to notice. They will enjoy the look of the movie if not the story. The film is okay and good for the holidays. It made me smile and laugh.

  15. “Shrek the Third” is more of the same with a few additions. The Kingdom of Far Far Away needs a new king, except Shrek doesn’t want to be the king. He goes on quest with his usual cast of characters. They look for the only other heir. Meanwhile, the evil Prince Charming motivates his other evil characters into taking over and declaring himself king. For a third film, this one isn’t far off the mark. Still, there isn’t enough to outshine the previous two movies.

  16. “Hairspray” is a good musical. The best part is seeing Travolta in drag. The film looks goods and sounds wonderful. There is even an attempt at a story. They come up lacking, but three stars for trying hard.

  17. “Miss Potter” is an exceptional movie capturing the spirit and essence of the famous Beatrice Potter. Of course, she doesn’t start out that way, but with her illustrated stories soon changes her life and those around her. Her first love ends in tragedy, but she comes back in a way to make her even more famous. The acting is a notch above. The cinematography is outstanding. This is a film worth seeing repeatedly.

  18. “Vitus” is a delightful film about a family with a child prodigy. When the parents discover the boy’s talent, they go overboard. The boy’s grandfather understands and helps the boy cope. When the boy falls from his balcony trying to fly his bat wings that his grandfather made him, the boy takes the opportunity to live a “normal” life. Then the grandfather dies, and the family finally has to come to terms.

  19. “Mr. Bean’s Holiday” is typical Mr. Bean, a character for all time. Everything is funny in all sorts of weird ways. This movie is no exception with its visual amusement, the score, and the big chance. Mr. Bean starring across from a child actor only added to the fun and laughter.

Sounds of disbelief
Never believing
That nothing
Could go wrong

Propelled down dark ended
Corridor dripping dawn's
Early light searching through
And through but

Never believing
That nothing ever
Could go wrong
Bleeding life away

Under stars across
The azure sky
Snowy wind
Pleasing to the

Eye darkening
Quickening
Sounds of disbelief

The Florida Panthers beat the Washington Capitals 2 – 1. The Florida Panthers beat the Washington Caps on Monday. Florida Panthers beat the Columbus Blue Jackets. Panthers beat the Rangers.

NASCAR NEXTEL: At Atlanta, Jeff Gordon finished 7th, and remains 1st in Chase Points. Dale Jr. crashed the last lap to finish 25th and stays firmly in 13th in overall points. At Texas Motor Speedway, Jeff Gordon finished 7th, 2nd in Chase points. Dale Earnhardt Jr. finished 14th, 13th in points. NASCAR Phoenix, Jeff Gordon finished 10th, remains 2nd in Chase Points. Dale Jr. finished 43rd, crashing, and 14th in points. Bill Elliot finished 34th and 41st in points. NASCAR’s last race at Homestead saw Jimmie Johnson finished 7th and won the NEXTEL Cup. Jeff Gordon finished 4th and 2nd in Chase Points. Dale Jr. finished his DEI career at 36th and 16th in points. Bill Elliot finished 28th and 42nd in points. This was the last race for the traditional cars. Next year highlights the Car of Tomorrow or COT, but next it will be the Car of Today.

NBA:
The Miami Heat’s sixth game was finally a win against the high-scoring New York Knicks. The Miami Heat got their second win against the New Jersey Nets. The Heat won over the Rockets. The Miami Heat defeated the Charlotte Bobcats.

NFL: Miami Dolphins lost their 8th straight to the New York Giants in London, England.

MLB: The Boston Red Soxs swept the Colorado Rockies in the World Series.

WTA: Venus and Serena Williams continue to compete.

NCAA Football: After all those upsets, Ohio State University will play Louisiana State University for the College Football Championship.

Book Three Twins of the Dark Star
Book One Tears from Ao, Book Two The Mountains of Ao and four poetry collections, Pages of Life, Visions of Life, Moments of Life, and The Book of Kalian Mysticism are available at http://RunesofAo.com/aobp/. The Runes of Ao project is ongoing. Book Three Twins of the Dark Star novel is in the outlining phase and will most likely take a while as the complexity of the Ao series increases. Falling Star poetry collection is a work in progress. A collaboration with K. Young on a novella called Dragon Embers is now published on the fan site known as Runes of Ao.com. Other dragon artwork is available as well. Finally, in collaboration with K. Young and Linda Hall, a group novel project is in progress and currently titled Starsongs. We currently are at an impasse.
